In our current fiscal environment, organizations need to implement a governance structure to select the right IT investment based on a prioritization of what tools will support the most important enterprise-wide business challenges. Factors in designing and establishing an IT governance structure, portfolio management process and project management discipline, based on a case study from the NYC Housing Authority, will be discussed.
Helene Heller is responsible for information technology and financial services transformation projects at the New York City Housing Authority, the largest public housing organization in North America. Prior to joining the Office of the CFO, Ms. Heller was Senior Director for Project and Information Management where she was responsible for designing and directing the "NYCHA IT Virtual PMO," the enterprise-wide project management lifecycle and discipline which includes IT governance, the identification of the Authority’s Enterprise Information Technology initiatives in support of key business priorities, and business case justification and measurement. This process has received national acclaim -- resulting in the creation of the "GETPMc," a government and education technology portfolio management consortium of top CIOs and PMOs from leading governments and universities. Additionally, Ms. Heller co-authored NYCHA’s first ever Technology Strategic Plan, imports/exports best practices, and supervised the Information Management Department (IMD). IMD is responsible for eForms, knowledge management, vital records retention, and a revenue producing micrographics function.
Prior to returning to City government, Ms. Heller spent three years as an Internet business strategist in Cisco System’s Northeast U.S. Area.
