Attendees will receive a summary of the Kepner Tregoe Problem Solving and Decision-Making set of rational processes. Shane Chagpar, a consultant with Kepner-Tregoe Inc., and Chris Wisniewski, project manager for the NYS DOH Office of Health Information Technology Transformation, will present an overview of the KT rational processes (Situation Appraisal, Problem Analysis, Decision Analysis, Potential Problem Analysis/Potential Opportunity Analysis), and will review examples of how they have been used within a variety of public sector agencies and Fortune 500 corporations, with a specific focus on relevancy to project management and project managers.

Shane Chagpar is a Senior Associate with Kepner-Tregoe, Inc. (KT) working within the Technology Practice team.
Shane's primary focus is in Business Process Improvement, and he is currently involved in delivering KT ResolveSM and Problem Solving and Decision Making sessions for various KT clients.
Before joining KT, Shane was employed in various industries including, but not limited to, financial, manufacturing, logistics and medical organizations where he has consulted in a technological capacity. His wide expertise in implementing and developing tailor-made hardware, software and infrastructure designs has allowed him to improve efficiency at organizations such as CIBC Mellon financial, Springs Industries, Expedite Plus and various medical practices in Ontario.
Shane currently holds industry accreditations and certifications including PMI's PMP, Cisco's CCNA, CCDA, and CCDP, Microsoft's MCP and MVP, and CompTIA's A+ and Network+ programs. He is actively involved in pursuing further education.
Shane received his Masters Degree in Business, Entrepreneurship, and Technology from the University of Waterloo, and his Bachelor's Degree in Systems and Computer Engineering from the University of Guelph.
Chris Wisniewski received his BA in English from the State University at Geneseo in 1992. He attended graduate school at the University at Albany and received his MA in English in 1994 and his MA in Education in 1995.
Chris began his work career in 1995 as Technology Coordinator for the Fairhaven Union High School in Fairhaven VT. From there he took on positions as a network engineer, a network systems lead, and an administrator for information technology. He began his consulting career as a senior IT strategy consultant in 1998 with KPGM Consulting (later known as Bearingpoint), later moving into project management and taking a variety of project management positions in the Boston, MA area including Director of Project Management for CELT Corporation. He returned to the Capital District in 2004 to take a position as a senior project manager and then Regional Technical Services Director with Open Systems Technologies (now know as CORE BTS Incorporated). In 2006 he began working as an independent IT project management consultant primarily for New York State agencies including senior project management positions with CIO/OFT, OMRDD, and DOH. During this period he also became a process improvement consultant, program leader and executive trainer in Kepner-Tregoe Incorporated's PSDM (problem solving and decision making) methodologies and acted as Northeast US Regional Vice President for Quint Wellington Redwood, an IT service management consulting firm. In 2008 he became President and CEO of his own IT project management consulting company, Basenote Inc., and provided leadership for the NYS Department of Health on two projects: Child Health Information Integration and the Statewide Public Health Information Exchange. Most recently he took a position with the NYS DOH Office of Health Information Technology Transformation, managing public health's participation in the development and implementation of a statewide health information exchange (HIE) and Universal Public Health Node (UPHN) for exchange of public health data between the Department and public health stakeholders.
He is certified as a PMP, a PRINCE2 Practitioner and Certified Instructor and ITIL (Information Technology Infrastructure Library) V2 and V3 certified by the Office of Governmental Commerce (UK).
Chris is an advisory member of the Board for the Capital Region Scottish Rite Charities Corporation, a member of the board of the Capital Region Scottish Rite Dyslexia Learning Center and has served as General Coordinator of the Capital Region Scottish Rite Learning Center Walk for Dyslexia planning committee.
