When the NYS Division of Parole (DOP) was looking for a vendor to develop a Case Management System (CMS), they came to IBM. This system is designed to support the information needs of mobile Parole Officers, and improve officer and public safety. The multi-phased project began in May 1998 with the development of a Strategic Information System Plan. Additional phases focused on business process re-engineering and development of high-level Information Technology (IT) requirements. As the project evolved, the Parole Officers wanted access to information "anytime, anywhere". This requirement drove the review of hand held computing devices. The project consisted of the design, development and field test of the application and systems architecture for the statewide rollout.
Howard Viper is a senior consultant for the IBM Corporation specializing in workflow analysis, business process reengineering and project management. During his twenty-six years in information systems industry, he has worked with international corporations, major banks, insurance companies, public safety and justice organizations. He has been a workflow consultant and project manager, implementing a wide array of information systems including case management, business intelligence and document imaging projects.
Mr. Viper's educational background includes a BS in Electrical Engineering from the University of Rochester and an MS in Computer Science from the Polytechnic Institute of NY.
