Melodie Mayberry-Stewart, PhD

The New York State Office of the Chief Information Officer and the Office for Technology (CIO/OFT) relies on a strong project management discipline to accomplish its mission which is to establish and provide strategic technology policies, solutions and excellent IT services that enable New York government to improve the lives of citizens, foster business development, and welcome visitors to our great State. CIO/OFT is responsible for small and large-scale enterprise-level technology projects. Project management methodologies ensure these projects, regardless of size and scope, remain aligned to their stated goals. Dr. Melodie Mayberry-Stewart, New York State Chief Information Officer and Director of the Office for Technology is a strong and vocal supporter of project management and is establishing an Enterprise Program Management Office with a significant role for the future of technology in New York. Dr. Mayberry-Stewart will share her vision for the future of the NYS CIO/OFT.

Speaker's Bio

On April 20, 2007, Governor Eliot Spitzer appointed Dr. Melodie Mayberry-Stewart as New York State Chief Information Officer. As New York State Chief Information Officer and Director of the state Office for Technology, Dr. Mayberry-Stewart is the chief technology advisor to the Governor, and is responsible for developing and implementing the state enterprise IT strategy. She is charged with developing consistent and progressive IT policies and ensuring the state’s use of IT for improved service delivery is done in a cost efficient manner, using best practices.

Most recently, Dr. Mayberry-Stewart served as Chief Technology Officer for the city of Cleveland and was responsible for the citywide IT and telecommunications vision, as well as planning and implementing high-impact strategic initiatives. Prior to that, she founded Black Diamond IT Consulting Group, a private IT consulting firm aimed at non-profit companies, where she was President and Chief Executive Officer. She worked with CEOs, CFOs and CIOs to develop strategies to infuse IT into their organizations to improve performance.

Dr. Mayberry-Stewart also served as Vice President and General Manager for Global IT Service Delivery at Amoco Oil Corporation; Vice President and Chief Information Officer at Community Health Corporation in Riverside, California; St. Thomas Hospital in Nashville, Tennessee; and Beth Israel Medical Center, New York City. She began her career in technology with the IBM Corporation.

Dr. Mayberry-Stewart received a B.S from Union College (Lincoln, Nebraska), a M.A from University of Nebraska (Lincoln, Nebraska), a M.B.A. from Pepperdine University (Malibu, California), a M.A. and her Ph.D. from Claremont Graduate University (Claremont, California).
